It was published in the book “Şark-ı Karîb Umuru Hakkında Lozan Konferansı 1922-1923: Konferansda Tezekkür Olunan Senedât Mecmuası” in 1340 (1924). As the Harf Devrimi (alphabet reform) had not yet been implemented, the text is in Ottoman Turkish using Arabic script rather than Latin script.
