This Turkish Tintin comic book features King Ottokar's Sceptre (Kralın Asası) and was published in 1989 by Milliyet Gazetesi Yayınları, one of Turkey’s largest and most influential newspapers. Founded in 1950, Milliyet reached a wide national audience and, in 1989, launched a special promotional campaign in which Tintin comic books were given away free with the newspaper. This edition is one of those newspaper giveaway releases.

Unlike many earlier Turkish Tintin editions that were printed in black and white for cost reasons, this series was published in full color. The books were produced in a small pocket-sized format, approximately 13 × 18 cm, making them easy to distribute alongside the daily newspaper.
