This handwritten Ottoman document is an official imperial rank appointment decree issued directly on the basis of a sultanic will (emr ü irade-i seniyye). It records that Barsıh Seveyan Efendi, an Armenian Ottoman citizen serving as the Municipal Physician (Belediye Tabibi) in the district of Divriği, within the Vilayet of Sivas, was deemed worthy of imperial favor due to the exemplary manner in which he fulfilled his professional duties and his demonstrated merit in public service. Following the completion of the required formal permissions, the conferment of “Rütbe-i Sâlise” was ordered by direct imperial authority.
