As a result of this process, Isperpodlivan Bey a merchant from Kozana was chosen as müntehib-i sani. Due to the handwritten nature of the document, the name may alternatively be read as İşrabodlivan Bey, which reflects common challenges in deciphering Ottoman cursive script.

One of the most striking aspects of this document is the diversity of its signatories. The lower section bears numerous signatures and official seals, including those of the mayor, municipal council members, neighborhood headmen (muhtars), priests, and community representatives. Among the signatories are Muslim, Greek (Rum), and Armenian citizens, clearly demonstrating the multi-ethnic and multi-confessional civic life of the Ottoman Balkans at the beginning of the 20th century. Notably, signatures from Sarı Pasko neighborhood priest Papas Thanos and council member Thanos Façka are present.
